Ministry of External Affairs is the central government authority of Hongkong, who is responsible for the management of the foreign affairs, MEA is also responsible and authenticates the document issued from Hongkong. All types of documents (Personal, Educational and Commercial) are required the authentication (Stamp) from the MEA, during the process of documents legalization.
